Matrix Plan Development Guidelines
Purpose: to create a three year College Matrix Plan that includes long range plans in each of the areas recommended by the Middle States Teams.
Vice Presidents who coordinate matrix areas and their collegewide committees will be responsible for Plan development. Area plans will be combined into The College Matrix Plan by the College Planning Council. The draft Plan will be posted on the College portal for faculty and staff review and then submitted to the Ad Hoc President's Council and then the President for approval.
All Matrix area planning should be viewed in relation to the College Vision and Mission, which are focused on student success. Matrix Plan goals will be broad enough to provide direction to each of the College matrix areas so that related campus units may plan and operate effectively. Matrix area committees create a list of priorities for planning based on input from their constituencies and/or college reports or studies. Time should be allowed in the plan development process to identify the background information to identify the priorities. A very useful plan development tool is the “Developing the College Plan Worksheet” (Plan Development Worksheet). Another source of information for goal development is the League for Innovation web site (www.league.org), Characteristics of Excellence and A Learning College for the 21st Century. Plan goals are categorized as follows.
Strategic Goals: selected from the College Strategic Plan through FY 2006. Beginning in fall, 2006 Strategic Goals are developed from the College Strategic Directions.
Accreditation Goals: derived from collegewide Middle States Team and Self Study Recommendations and Campus Recommendations that have collegewide implications.
Contingency Goals: derived from College and Campus input regarding special projects and needs or problems.
Improvement Goals: derived from aggregated assessment data at the institutional level, matrix area committee review and analysis of requests for greater effectiveness or efficiency, new technology applications or other inputs that indicate the need for improvement in a matrix area.
Note: no goals are written as continuance goals. Goals remain in the Plan until they are revised or achieved.
Matrix Plan Implementation
The College Matrix Plan preparation will begin in fall, 2004 with training workshops for Matrix area committees. A final draft of the Plan will be prepared in January, 2006, with approval for the plan obtained in March President's Council. The new Plan will be the basis for FY 2007 Collegewide Coordinator budget preparation and Campus Plan and budget preparation.
