Requirements - (SEED) Student Excellence Equals Degree Scholarship Program

Listed below are the eligibility requirements for the SEED Scholarship program.

  1. A student shall be admitted and attend classes at Delaware Technical & Community College no later than the fall semester immediately after the student' s graduation from a Delaware public or non-public high school.

    To be eligible for the SEED Scholarship Program, a student must satisfy Delaware residency requirements as set forth in Delaware Tech' s residency policy and be enrolled full-time on a degree-seeking basis. Students with a disability must comply with Delaware Tech' s academic accommodation policy.

    A student shall have graduated from a Delaware public or non-public high school with a minimum cumulative average of either 80 or higher on a 100 point scale, a Grade Point Average (GPA) of 2.5 or higher on a 4.0 scale as indicated on the student' s official high school transcript, or a letter grade of C+. A student who does not meet the qualifying criteria may request the institution to recalculate the grade point percentage or GPA based on the student' s official high school transcript. Since high schools use different methods for reporting grades (letter, number or GPA), the minimum acceptable academic requirement shall be: GPA of 2.5, 80 for numerical and C+ for letter grade.

    The equivalency standards for Delaware home-schooled students shall be a combined score of 1350 on the new SAT or a composite ACT score of at least 19.

    Undocumented students must meet the same eligibility requirements as documented students regarding attendance immediately from high school, academics (GPA), felony convictions and enrollment as a full-time student. To qualify as an undocumented scholarship recipient, the student must have: (a) attended a high school located within the State of Delaware for two or more years; (b) graduated from a Delaware high school; (c) applied for all campus-based financial aid (scholarships, etc.) for which they would be eligible; and (d) submit a notarized Tuition Affidavit (available in Delaware Tech' s Financial Aid Office) which certifies that the student is an undocumented person and that he/she has filed an application to legalize his/her immigration status or will file an application to legalize his/her application status as soon as he/she is eligible.

  2. The student shall not have been convicted of any felony and the student and parent/legal guardian or relative caregiver shall certify such fact. If a student has felony charges pending, the student and parent/legal guardian or relative caregiver will sign a certification that if the student is convicted of a felony, the student, parent/legal guardian or relative caregiver will notify the appropriate Delaware Tech Financial Aid Office and the student will no longer be eligible for the SEED Scholarship.

  3. A student shall have satisfied admission standards as determined by Delaware Tech and must be enrolled in a degree-seeking program.

  4. A student shall have applied for all appropriate forms of financial aid for which the student is eligible including, but not limited to, the Federal Pell Grant, financial aid programs administered by the Delaware Higher Education Commission, and financial aid programs administered by Delaware Tech, and shall have accepted all such financial assistance offered or awarded to the student, except for loans. If Pell Grant funds cover full tuition, the SEED Scholarship will NOT be awarded. If Pell Grant funds do NOT cover full tuition, the SEED Scholarship will be awarded to cover the difference.

    A student must apply for financial aid by completing and submitting the Free Application for Federal Student Aid (FAFSA). This is available on-line at www.fafsa.ed.gov. Students may pick up a paper FAFSA at any Delaware public or non-public high school or at any Delaware Tech Financial Aid Office. A student must complete all institutional forms and supporting documentation as requested by the campus. A student must apply for financial aid by the deadline date of April 1 of each year.

  5. A student must complete and return the SEED Scholarship application to the appropriate Delaware Tech Financial Aid Office no later than April 15 of each year. A student who applies for the SEED Scholarship after the April 15 priority deadline date will be considered for the SEED Scholarship under the second priority awarding, which will be subject to available funding for each fiscal year.

  6. A final academic transcript must be sent to the appropriate Delaware Tech Financial Aid Office no later June 30 of each year to verify graduation and final cumulative GPA.

  7. Current high school graduates meeting all eligibility requirements who did not apply for Year 1 SEED Scholarship may qualify to apply for Year 2 as long as all other requirements related to enrollment at Delaware Tech immediately following high school graduation, minimum grades, felony charge certification, and full-time versus part-time status are maintained.

  8. Students who applied for Year 1 and did not qualify due to Pell eligibility may reapply if their eligibility situation changes and all other requirements including minimum grades, legal status and full-time versus part-time status are maintained.
