  John Bell John Bell currently holds the position of DELJIS Training Administrator – he has over thirty years experience in criminal justice and is responsible for the implementation of state-wide criminal justice training programs and sets the standards for training in the many various areas of criminal justice network.

Mr. Bell currently trains at all police academy’s state-wide and certifies all users in the many areas of DELJIS (Delaware Criminal Justice Information Systems). Mr Bell has received many awards in the field of criminal justice and also participants in many of the various programs such as Fugitive Safe Surrender in Wilmington May 2009 and Veterans’ Stand Down, November 2009
 
 
 
  Jennifer Campagnini Mrs. Jennifer Walls has worked at the DE Department of Natural and Resources and Environmental Control in various positions for the last six years. She currently serves as a Principal Planner working on statewide environmental policies and regulations. She is also a reserve Marine Science Technician with the U.S. Coast Guard Reserves. In addition Mrs. Walls serves as President of the Delaware Chapter of the American Water Resources Association; and serves on the Boards of both the Sigma Alpha National Sorority and the UD College of Agriculture and Natural Resources Alumni Association. Mrs. Walls is teaching 2 sections of Introduction to Environmental Issues (ENV 110)  
 
 
  Lisa Dunaway Lisa is a retired Battalion Chief from the Prince George’s County Fire/EMS Department where she spent the majority of her 20 years on the street in Emergency Operations. She was also assigned to the Fire/EMS Training Academy as an instructor and recruit class coordinator. During her career she was a member of the Level III Hazardous Materials Response and Water Rescue Teams and was the station commander of the Special Tactical Unit for PGFD. She is board certified according to National Professional Fire Service Qualifications, Fire Officer IV, Fire Instructor IV, Fire Inspector III, Fire Investigator, Hazardous Materials Incident Commander and Health and Safety Officer. She has completed the National Incident Management System (NIMS) IS 300 & 400. She also is an adjunct instructor at the Delaware State Fire School.

Lisa holds a BS in Health and Physical Education from UNC Pembroke, Pembroke, North Carolina and an AA in Fire Science Technology from Pikes Peak Community College, Pikes Peak, Colorado.

Lisa currently teaches HDM 101 – Introduction to Homeland Defense and Emergency Management and HDM 225 Supervision and Leadership of Emergency Management.
 
 
 
  Dave Dunnington David Dunnington is a former Correctional Officer, and former Campus Public Safety Officer. David holds a Bachelor's Degree in Criminal Justice and a Master's Degree in Management with a concentration in Public Administration. David currently works as a Student Enrichment Coordinator in the Upward Bound Program. David teaches Introduction to Criminal Justice and Corrections in America.  
 
 
  Day Dwane His career expands 20 years in the Air Force where he initially was a Weapons System Specialist (played with conventional bombs) for three years before becoming a C-5 Loadmaster and eventually joining the Airlift Control Element. His primary job was to assume command responsibility for all traffic functions, operations, and command and control support for all Air Force flights at airfields around the world.

After leaving the Air Force he went to work for Jeppesen/Boeing as an International Trip Planner in San Jose, California. He returned to Delaware in 2004 and was employed with Delaware Emergency Management Agency as the Weapons of Mass Destruction Training Coordinator and later the State Homeland Security Exercise Planner.

For the past two years he has been with Delaware Department of Transporation as their Homeland Security and Emergency Management Planner. Dwayne has an undergraduate degree in Management from the University of Maryland, a master’s in Aeronautical Science from Embry-Riddle Aeronautical University and a master’s in Homeland Security from the Center for Homeland Defense and Security at the Naval Postgraduate School, Monterey, California.

He instructs the following courses, Introduction to Homeland Defen se /Emergency Management, All-Hazards/Infrastructure Protection, and Psychology of Terrorism.

 
 
 
 

Sheldon Hecht

Sheldon J. Hecht has over 45 years of management experience in industrial, governmental, commercial, retail, educational and healthcare security as well as all aspects of disaster planning and business continuity, HIPAA compliance, and JCAHO standards.

Mr. Hecht founded and is the currently the President of Hecht & Associates, a security and crisis management consulting firm. He has served as the Senior Vice President for the Security Services Division of The Corporate Response Group, Inc.

Mr. Hecht developed and implemented safety and security programs while serving as the Director of Protective Services at St. Agnes HealthCare System in Baltimore, Maryland. He has also been responsible for the management of security, disaster management and fire safety programs for Maryland-based healthcare systems. He was also the regional director for an international contract security organization, where he was responsible for the administration and management of more than 600 security supervisors and officers at industrial, commercial, college and sports facilities throughout the New England area.

He was a member of the New York City Police Department from 1963 to 1983 where he served as the Operations Officer for the Communications Division. In that capacity he interacted with other emergency response agencies and assisted them with the development and implementation of the 911 system and disaster planning related to emergency communications systems.

Mr. Hecht has been a member of the American Society for Industrial Security (ASIS International) since 1984 and received his professional certification as a Certified Protection Professional – Board Certified (CPP) in 1988. In 1999 he was awarded the Associate Business Continuity Planner (ABCP) professional certification by the Disaster Recovery Institute International.

Mr. Hecht holds a Bachelor of Arts degree in Human Relations/Psychology from St. Joseph’s College in New York and a Master of Science degree in Criminal Justice from Long Island University in New York. He is a published author in the field of computer security and crime, workplace violence, and disaster planning in the healthcare environment.

Mr. Hecht serves as an Adjunct Associate Professor at the University of Maryland University College in the Criminal Justice and Investigative Forensics Department. In addition, he serves as a member of UMUC’s Criminal Justice and Investigative Forensics Advisory Board.

At Delaware Technical and Community College he serves as a member of the school’s Criminal Justice Advisory Board and Homeland Defense and Emergency Management Advisory Board. He teaches CRJ 101, CRJ 110, HDM 101, HDM 204.

  Haravey Leighty Mr. Leighty has been associated with law enforcement and the criminal justice process since he joined the US Air Force in 1966. He trained as a Air Policeman and when his tour of duty was complete he worked as a Rehoboth Beach policemen. In 1974 he was hired as a Delaware State Trooper. He spent over 10 years with the State Police as an undercover police officer and then as the supervisor of the Southern State Police drug unit. As a State Policeman, he created a one week drug investigators school and a two day pedophile course.

Mr. Leighty attended many police related training courses but received his most satifaction when he finally received his Associate's Degree from Delaware Tech. After he retired from the Delaware State Police, he worked for Delaware Crime Stoppers and after testing for a Kent County Magistrates posistion he was approved by the Delaware Senante after Governor Carper submitted his name for approval. He remained there for ten years.

He later moved to Sussex County which required him to resign as a full time Magistrate for Kent County. Since 2005 Harvey has been a Senior Magistrate and recently was appointed as the Deputy Alderman for Bethany Beach, Delaware.

Mr. Leighty has taught the Criminal Judiciary course since 2008 and is now teaching a 2nd course, Issues in Law Enforcement, for Mr. Peck and the College. HD has found th at the caliber of students taking his courses is of the highest level and hopes to cintinue instructing for years to come.

    Chief Long has over fifty years of fire service and emergency management experience, having served in volunteer, military, industrial and career municipal fire departments. He has been involved in disaster planning, response and recovery in Iowa, Pennsylvania and California. During his 13 years in the southern California Fire Service, he was involved in planning for, responding to and assisting in recovery from numerous major events, including wildland/urban interface fires, floods and earthquakes. He is presently employed full-time by the Delaware State Fire Marshal’s Office as a Senior Fire Protection Specialist.
 
 
 
  Murphy Marbury Murphy L. Marbury currently supervises the State of Delaware’s, Comprehensive Aftercare Program and Reentry Unit, Juvenile Probation and Parole. Prior to this assignment Supervisor Marbury was a Field Investigator for the State of Delaware and is a Retired Senior Sergeant from the New Castle County Police Department. While with the New Castle County Police Department, Supervisor Marbury served as a twelve year Board of Director member with the Police Athletic League of Delaware and a twenty year board member of the Fraternal Order of Police Lodge 5. Supervisor Marbury co-founded and instructed the New Castle County Police Department’s Youth & the Law Program, an educational and intervention program for middle school and high school students of the Appoquinimink School District. Supervisor Marbury served in the United States Air Force and was an Aircraft Load Master for the Delaware Air National Guard, serving in the rank of Staff Sergeant. Murphy L. Marbury earned his Bachelor of Science Degree in Marketing from Delaware State University.

The goal of the CAP/Reentry Unit is to provide a transitional plan, close supervision and increased support services to serious juvenile offenders returning to Kent and Sussex Counties from residential placements. The CAP Unit has been in operation since January 2003. The CAP Unit was runner up for the State of Delaware “Team Excellence Award” in 2007, awarded by Governor Ruth Ann Minner.

Currently, Murphy L. Marbury is an adjunct instructor for the Delaware Technical & Community College, Criminal Justice, Juvenile Justice Course. Murphy Marbury is also a Defensive Driving Instructor for the Delaware Safety Council.
 
 
 
  Jennifer Mosley Jennifer started her career with the Delaware Depatment of Corrections in 1989 as a Correctional Officer.Over the next 11 plus years, she also held the positions of Senior Correctional Counselor and Staff Training & Development Officer.

Jennifer started as an Adjunct Faculty member at Terry Campus in 2000 before becoming a member of the full-time Criminal Justice faculty in 2001. In 2008, Jennifer was appointed Assistant Dean of Instruction and since 2009 serves as the Terry Campus Dean of Student Services.

Jennifer has a B.S. in Criminal Justice; a M.S. in Human Resource Management and completed her Doctoral coursework in Educational Leadership from Wilmington University.
 
 
 
  Shannon Payton A native of Delaware, Payton received her Associates degree in Criminal Justice from Hopkinsville Community College (a branch of the U of KY) in 1995, a Bachelors degree in Behavioral Science with high distinction from the University of Wilmington in 2007.

Payton specialized in criminal delinquent behavior associated with substance abuse and mental illness disorders during her thirteen year commitment as a Senior Probation and Parole Officer with the Delaware Dept. of Correction. Prior to DOC, she was a legal aid with a law firm in Dover, DE focusing in both criminal and civil matters. As an officer, Payton was also an adjunct instructor at the Adult Probation and Parole Basic Officers Training Academy.

Payton has been officially trained in the following areas: Substance Abuse Prevention and Relapse, Domestic Violence, Co Occurring Mental Disorders, Gambling Addiction, Family Therapy, A Positive Attitude – Your Key to Success, Managing Conflict, Drug Identification, and is Certified in the Reid Technique of Interviewing and Interrogation.
 
 
 
  Linda Valentino Linda Valentino is a 26 year veteran of the Delaware Department of Correction and is the Security Superintendent at Sussex Correctional Institution in Georgetown, holding the rank of Major. Linda holds a Bachelors degree in Communication from Clarion University and is also employed as a contractual technical assistance provider for the National Institute of Corrections. Presently, she teaches two courses for the Criminal Justice Department; Essentials of Interviewing and Counseling and Group and Individual Counseling.  
 
 
  Sara Yarnall Sara Yarnall has been an adjunct faculty member at the Del-Tech Terry Campus since the fall of 2008. She has taught several Criminal Justice Courses, including Criminal Law, Constitutional Law, Criminology, and Issues in Law Enforcement. Sara has a Master's Degree in the Administration of Justice from Wilmington University, and is employed full-time at the Office of the Chief Medical Examiner in Wilmington. At the OCME, Sara has managed the Evidence Unit in the Center for Forensic Sciences for the past 3 1/2 years
