Salary Plan C Description

As Amended Effective April 16, 2002)

A. EMPLOYEES COMPENSATED IN ACCORDANCE WITH SALARY PLAN C

1. All part-time employees of the College shall be compensated in accordance with Salary Plan C.

2. Full-time employees who also perform in part-time positions shall be compensated for their part-time positions in accordance with Salary Plan C.

B. POSITION CLASSIFICATIONS COVERED

Position classifications covered by Salary Plan C are those included in Salary Plans A, B, and D and those authorized by the President, after review by the Human Resources and Legal Affairs Department, where the classification is restricted to part-time.

C. RECRUITMENT AND SELECTION OF EMPLOYEES

1. The College's Statement of Affirmative Action Policy shall be followed in recruitment and selection of employees.

2. Employees shall be selected on the basis of performance capability relating to the specific needs of the College.

3. Minimum qualifications for position classifications covered by Salary Plan C shall be the same as those required for identical position classifications covered by Salary Plans A, B, and D, unless waived by the Vice President and Campus Director.

D. RATES OF PAY FOR PART TIME FACULTY POSITIONS (Positions are those covered in Salary Plan A) AND INSTRUCTIONAL TUTORS I AND II

1. New and Returning Part-Time Faculty

New and returning part-time faculty shall be paid according to the hourly rate indicated in the Salary Plan C Schedule.

2. Regular, Full-Time Employees Employed as Part-Time Faculty

Regular, full-time employees (those in Salary Plans A, B, and D) employed as part-time faculty in addition to their full-time assignment shall be paid according to the hourly rate indicated in the Salary Plan C Schedule, or as follows, whichever is greater:

Part-time Hourly Rate No. of Full-Time Contracted Days /

3. New and Returning Part-Time Instructional Tutors I and II

New and returning part-time Instructional Tutor I and II employees shall be paid the hourly rates indicated in the Salary Plan C Schedule.

E. EXCEPTIONS TO SECTION D

1. Catalog Courses

Part-time instructors who are hired to teach catalog courses may be employed at a rate above the hourly rates specified in Section D where special licensing or certification is required and/or where it is necessary to do so in order to recruit qualified instructors. In so doing, the higher hourly rate will be individually negotiated by the campus administration subject to applicable laws and regulations and approval by the Vice President and Campus Director with the College President's concurrence. Justification for the higher hourly rate will be attached to the Personnel Data Form.

2. Special Courses (non-catalog)

Due to the wide diversity of specialized courses taught at the campuses and the variance in supply and demand of instructors, it may be necessary or appropriate to pay instructors who teach special courses (non-catalog courses) above or below the hourly rates specified in Section D. In so doing, the higher or lower rate will be individually negotiated by the campus administration subject to applicable laws and regulations and approval by the Vice President and Campus Director. Justification for deviating from the hourly rates in Section D will be attached to the Personnel Data Form.

3. Performing Part of Full-Time Teaching Assignments in the Workforce Development and Community Education division or on Saturdays

Regular, full-time teaching faculty may be required to perform part of their full-time assignments by teaching in the Workforce Development and Community Education division or on Saturdays.

F. RATES OF PAY FOR PART-TIME STAFF POSITIONS (Positions are those covered in Salary Plan B)

1. All part-time staff employees shall be paid the hourly rate for the applicable pay grade shown in the Salary Plan C Schedule.  Vice Presidents and Campus Directors may, with the President's approval, compensate part-time staff employees at rates in excess of those shown in the Salary Plan C Schedule where it is necessary to do so in order to recruit qualified employees.  The higher hourly rate will be individually negotiated subject to applicable laws and regulations.  Justification for the rate will be attached to the Personnel Data Form.

2. Vice Presidents and Campus Directors shall compensate on-campus College Work Study (CWS), Cooperative Education and Peer Tutor students at the hourly rate for pay grade 1 as shown in the Salary Plan C Schedule and compensate off-campus College Work Study students at the hourly rate for pay grade 3 as shown in the Salary Plan C Schedule. Rates in excess of these rates require the approval of the College President.

G. ADJUSTMENTS IN RATES OF PAY

The rates of pay specified in this Plan for both faculty and staff employees will be reviewed annually by the Board of Trustees, and the Board will authorize such adjustments as it deems appropriate.

H. FRINGE BENEFITS

All part-time employees are covered by Worker's Compensation Insurance. Depending upon eligibility requirements, some part-time employees are also covered by Social Security and the State Pension Plan.

I. All of the provisions of Salary Plan C are subject to any applicable federal and State laws and regulations, the Personnel Policy Manual, the Manual of Procedural Guidelines, and to the availability of funds.
