SEED - Steps to Apply

The SEED scholarship program was expanded in 2021 to include non-credit workforce training programs, as well as associate degree programs. The requirements and steps to apply for those two types of programs are somewhat different, and the details for each can be found below:

Associate Degree-Seeking, Diploma, and Credit Certificate Students
  1. Submit the SEED Interest/Consent Form (Login Required)
  2. Submit your Free Application for Federal Student Aid (FAFSA) and all additional financial aid requirements. (FAFSA available after Oct. 1.) It is important to apply early to avoid delays.
  3. Submit an Application for Admission to Delaware Tech.
  4. Submit documentation for English and math placement as outlined on the College Readiness webpage.
  5. Visit a campus advisement center or Student Support for advisement and course registration.
  6. Submit your final official high school transcript or Delaware State Board of Education Endorsement Secondary Credential (GED) to a campus Admissions Office to confirm your SEED eligibility. The SEED scholarship will not be not paid without confirmation of an eligible cumulative GPA or GED test score.
  7. If you are 25 years of age or older during the first semester you receive the SEED scholarship, you will need to provide proof that you have been a Delaware resident for at least five consecutive years immediately prior to the date of enrollment.
  8. Enroll in at least 12 credit hours for the first semester (associate degree students only).

You will receive notification of your preliminary SEED award once you submit the Application for Admission with the date of your Delaware high school graduation or Delaware GED completion and complete the FAFSA. Your SEED scholarship will be verified once your final official high school transcript is received showing a final cumulative grade point average (GPA) of 2.5 or higher (GPA requirement applies to associate degree students only). Students who are 25 or older also will be required to provide documentation of residency before the scholarship is verified.


Workforce Development Certificate Students

Workforce Development Certificate students should apply for the SEED scholarship for an eligible Workforce Development program by completing the SEED application. Programs must be at least 100 hours in length and lead to a recognized academic credential. Students must:

  • Submit a transcript showing graduation from Delaware high school or Delaware State Board of Education Endorsement Secondary Credential (GED).
  • Submit documentation of eligibility for in-state residency. Students who are 25 years of age or older must demonstrate they have been a continuous Delaware resident for the last five years.
    • Provide documentation that establishes you have been a Delaware resident for at least five consecutive years prior to the date of enrollment. Documentation of residency can be established by submitting of one of the following documents from five years prior (for example, if applying in 2023, please submit 2018 tax info):
      • Delaware Resident Income Tax Form
      • Delaware utility bills
      • Fully executed lease, HUD-1 settlement statement, or deed
      • Bank statements bearing a Delaware address (other than a post office box)
      • Documents confirming the receipt of any type of social service assistance from the State of Delaware (i.e. WIC benefits, food stamps, Medicaid, etc.)
      • IRS Form W-2 showing payment of Delaware income taxes or Delaware state income tax return
      • A Delaware driver's license or Delaware identification card can also be used if it was issued more than 5 years prior to the date of enrollment.
  • Certify that they do not have any violent felony convictions and meet all other SEED eligibility requirements.

Applicants are also required to use any other financial aid, tuition waivers, or third-party payments before the SEED scholarship is applied.

Upon confirmation of eligibility the student will be notified to enroll, provided there is space in the class. Some programs require that students complete specific pre-enrollment and eligibility requirements, which may include, but not be limited to, application completion, an interview process, and a basic skills assessment.
